This is at the Submerged Minoan Palace just South of Keos in the Pirate Islands. You can visit this area at any point in the game but there are some sharks down there guarding the treasure. You’ve likely looked around underwater but never found a key, maybe even slaughtered the sharks hoping one somehow swallowed the person with the key. Thankfully, the solution is far simpler.North of the Submerged Minoan Palace is a small island, Keos, the largest island in the Pirate Islands area. Once you progress through the story you can make much of this island passive toward you, allowing you to explore it in greater detail. There is a lady at the docks on the North West side of the island. Speak with her to receive the We’re Not Thieves side quest. Complete that to receive the We’re Treasure Hunters side quest. This quest will give you the key and the objective to open the locked chest at the Submerged Minoan Palace.
