You can find Buizel roaming around in the Obsidian Highlands. You can look here on the map.

There will be a few on both sides of the river here. Honestly, the best way to find a big one is to just catch as many as you can. It is hard to tell which ones are big and which ones are small when looking at them on the map. It should tell you when you catch a big one via the Pokedex since it is on of the objectives. If you are a higher level you can also try here on the map.

Sometimes an Alpha will spawn here and that one is normally big enough to complete the quest. The down side is that the Alpha is also around level 30 so it isn’t easy to catch. I used sleep and a great ball after harming it some during a fight. The alpha doesn’t always spawn so you might need to load in once or twice to actually find it at that spot.
