Once you reach the Treasure Hunt location, make sure to read the note first. This one explains that the bunker must remain locked at all times and is not accessible to anyone without proper clearance. If you’re at the notes location you can likely see the red auras on the mini-map for enemy locations. Doesn’t take a genius to work this one out.

After you read the note, check the East side of the building. You will see a ladder climbing to the roof. There are some barrels and other bits nearby that you can use the climb into the smaller building so you can reach the ladder. Climb to the roof. The other side of the door, on top of the roof, there is a switch against the edge of the building. Press the switch. This will open the door to Bunker 2.

Once the door opens, you will only have a few seconds to act before it closes again. As it opens, you should see the top of some red fuel barrels inside. You need to flip the switch, wait for the door to open, and then destroy the barrels. You need to use a gun, a grenade does not work. Once you’ve blown the barrels, the hatch on top of Bunker 2 is blow open. Use that to get inside.

Once inside, open the hatch and take the ladder down. Follow the bunker through to the door locked with the Officer’s Key. There’s a gate nearby that’s locked, open it by shooting the lock. The key is inside. Use the key to open the door. Once inside, flip the switch under the desk.

You get a Sobek Special Unique Sniper.
