There is one single requirement to evolving Stantler, you need to master its moves. Not all of them, specifically you want to master Psyshield Bash. This is a move that all Stantlers have when caught but if yours does not, simply edit the moves and you will see it there. You need to master the move because once a move is mastered, you unlock the Strong Style and Agile Style of the moves. One increases the moves power but slows you down for the next round, the other weakens the move but you have a higher chance of going again.

Specifically, when you get into battle, select Psyshield Bash and then press L to use the move in Agile Style.
