You can actually unlock the Avispa Buzzer right near the start of the game, after you arrive on the mainland. All you need to do is visit the Guerrilla Hideout in Sierra Perdida to the West. Once you’ve visited there and done the introductory story bit, you unlock the area. Then you simply need to travel to the East, a Wingsuit can help, to Hideout Filin. These are normally just basic spots with a few supplies, maybe a Los Bandidos board, and sometimes vehicles.
The Avispa Buzzer can be found at this location. Simply get in the vehicle and take it back to the helicopter pad at the Guerrilla Hideout. This will unlock the Avispa Buzzer for future use. If it’s not there on your first visit, you may need to purchase the first Hideout Network base upgrade.
